Default Lock Up Control Solenoid

'91 Civc EX Sedan D16A6 auto

Does anyone know how many volts is supposed to be sent to the automatic transmission lock up control solenoid? I have the single solenoid type mounted on top of the auto transmission. I noticed the harness sending power to it only reads 9.5V when I have the key in position II. Is it supposed to be battery voltage? The Solenoid itself checks out fine, it clicks when I apply battery voltage, and reads 18 Ohm resistance.

Im trying to see if I need to start digging.
