Default Belt slipping off.

Hi, the car is a 1991 accord wagon ex-r, engine = h22a6.

Just replacing waterpump, timing belt and the other belt whatever its called, maybe balance belt?

Anyway im noob and not a mechanic by any stretch of the imagination, so heres what im seeing after swapping the pump / belts. (attached video)

the balance shaft pulley is wobbling, take it off and check it again, but it's probably just not torqued enough

anyway i never touched that wobbling part.. loosening it or anything so i dont know why its wobbling but yeah, ill try taking it off i suppose.

Thanks!

you can stick a screwdriver through the hole in the balance shaft to hold it still, then take off the bolt on the end

yeah i stuck an alan key in that balance shaft slot earlier to tighten the drive pulley back on just so i could turn the engine over (i dont know any other way to turn it but the crank bolt) then when im trying to get the drive pulley back off again all that happens is the belt slips >.>

I was wondering if i put a lot more tension on the belt maybe i dont need that stupid honda holding tool.. but im afraid to break something. do you think i can damage something other than the belt if i rely on that little hole to take off the crank bolt???
