Icon4 Loose Wheel bearing

95 civic dx running dss 5.9 axles. Dss specified to use wheel bearing from a 94+ Integra or 99-00 civic si. I bought and and installed koyo abs wheel bearing from 94-2001 Integra while my car doesn't have abs and the wheel bearing is loose fitted in the knuckle. Hub is tight fitted but its loose on the surface of the knuckle/spindle. When hub it spun, the outer side of the bearing spins also. Should i get a used knuckle/spindle assembly ? please help me out. it is normal that the OD of the bearing spins with the hub?

you must have gotten the wrong bearing, or a horribly out of spec bearing. it should be a press fit.
