The positive battery terminal is usually hot. At least in my experience.

As Smackin said.
Draw directly from battery and add a fuse for it

You’ve never included any vehicle information such as Year and Model.

Tapping into a fuse in generally a bad idea. I’ve seen shoddy fuse jobs like what you are proposing and they’ve been the cause of problems.

But ill I’ll try to help.
Since you don’t want to go through the firewall, I’m assuming you want run a wire off a fuse in the under-dash fuse compartment. (Which I’m assuming exists in your model of car)

Also, since you’re performing electrical work, I’m assuming you have a handy dandy volt-o-meter.
In order to find an “always hot” fuse, get in the car, gain access to the under dash fuse box, and with the key off/removed and doors closed start probing fuses. In the unlikely event that you find an always hot fuse under there, please let us know.

Based on the electrical circuit diagrams, the following under-dash fuses appear to be "Hot at all times":

B11, B12, B14, B16, B17, B25, B27, B41, B42

You can probably use something like an Add-A-Circuit low profile mini fuse tap.

You run the risk of excessive parasitic draw and a dead battery if the MICU does not go into sleep mode. Even if the multiplex control system is not affected, drawing additional power constantly may result in a dead battery, as there already will be some normal parasitic draw anyway; and you would be adding to that draw when the car is off.

Curious why a constant hot is needed and not switched? I’ve used the add-a-circuit fuse adapters or tapped into wires from the ignition switch with good results.

My guess is he wants to use it for something like a dash cam for surveillance recording.

I also used add-a-circuit for ignition switched power without issues.

I'm trying to run a aux brake so I can tow the car with my RV. I'm not against tapping into a "hot" wire under the dash or seat either. The brake unit has a minimal draw as it doesn't work unless needed.
