Default Proper instrument cluster operation behavior.

I'm not familiar with how the instrument cluster operation behavior should be on OBD1 vehicles. I know on OBD2 systems when the key is in the on position but hasn't been started, the check engine light should stay lit. On a OBD1 system if the key is turned to the on position but not started should the check engine light stay lit, or is it normal for it to light up for a sec then turn off?
