97 accord h22a idle surge

I have a97 Honda accord with an h22a swap and it's idle surging from 2000 to 1000 rpm up and down when its warm.
I'm stuck really don't know much about cars but, I'm learning.
help please

If there are no vacuum leaks, pull off the FITV and make sure it is clean.
