Default 2000 Civic pulsating lights

hey I’ve been through the forums and seen a few posts related to this but not exactly my issue. Intermittently my dash lights and headlights, done lights if the door is open pulsate. No engine light or codes. No SRS light issue. #15 fuse is good. Alternator voltage good. New battery. Occasionally if I turn my rear defrost on when they pulsate they will slow down the pulsate or stop. Could it be the ELD which I heard is a fuse box change as I can’t buy the ELD. I just don’t want a 300$ guess 😔. Any ideas. Thanks.

Make sure there is battery voltage on the black / yellow wire at the alternator with the key on. Check that the alternator belt is tight. Clean up and re-secure all the ground connections. Also this could be a bad alternator.
