97 Civic ex with Jdm gsr 95 swap

running and driving > blew hg > sat 7 months

finally redid hg. Resurface head. New ohm hg. Tdc correct

plug everything in > crank no start

my diagnostics: cel doesn't turn on when on ignition phase
fuel pump isn't priming

i replaced the main relay with a working order off car I see ran. Still no go
battery is good but I'll send it to autozone to get charged just to rule that out too

any ideas.
Checked fuel pump fuse under dash 15a. It's good
checked ecu fuse under hood. Top left corner I think 15a. It's good

tested ecu fuse under hood with a power light it turns onChecked fuel pump. No powerIm thinking main relay isn't getting power thus not powering main relayHow do I check if powers getting into main relay?

what other ideas ?
