t-belt question

I just installed a new timing belt on my ls/vtec and tightened the tensionor down to specs and the top part my the cam gears has a little slack.
Is it suppose to have some slack?
What can i do to tighten it if nots suppose to have slack?

Also does anyone know whats suppose to go in this hole? ITs located in the block on the intake side on the bottom by the distrubter.

I'm going to give you a free TTT, and also add that I'm pretty sure the belt should have more tension than that, and I think the hole you are asking about is for a freeze plug.
Roll the engine over by hand and get all the slack between the water pump and intake cam gear, before you tighten the tensioner.
The hole is where the stock breather tank resides. You can get a plug for it from Endyn(www.theoldone.com)
