Default 90 wagon cooling issues?

1990 civi wagon temp gauge issues? So for some reason my temp gauge seems to only either want to work when it's at a dead stop or it has something wrong. Under normal driving and after it is warm it only slightly rises and I'm talking hardly but seems like it raises a little bit. It has coolant and would assume it's not the thermostat since it is getting cooled down, when stopped like parked or in traffic it does its but maybe to 1/4 of the way just about every cold. But once I drive it goes back down. Is this common or maybe my gauge over the years has just moved out of position or something? Has a full sized radiator not a half size and not too sure if the fan works I'm assuming no since it dose the get hot enough to turn on or something. If somebody could give me some feedback or tips or something that'd be great!

Thermostat probably is stuck open, that’s the first thing to replace.

Make sure it is full of coolant too.
