Default EVAP Leak question

Hi all, I've got a 99 Civic CX hatch. I bought it earlier this year and ever since I've been able to smell gas from my car from time to time. Normally after putting gas in the tank and driving for a bit. I just got a check engine light which reads "EVAP emission control system leak detected". I've also noticed it takes my car a couple seconds to turn over after sitting for a while (say overnight). What's the likely fix? A new gas tank? New fuel lines? How can I check? My father's a mechanic and can get it up on a hoist if need be but it would be great to diagnose the problem without doing so. Thanks.

If I have time when I get home from work, I will see if I can post the FSM pages for the evap canister for the 99 Civic.

I believe if the cap goes bad you can smell gas. Can you test that?
