What swap should I do that would give me the most performance for the money?

I have a 91 civic hatchback EF that's all stock. It has about 200k miles on it and has no rust what so every, so I'm going to turn it into a racecar that is street legal for the most part..

I just need a little advice and knowledge from people who has done complete swaps for a racecar that is street legal well kinda..
