Default '91 Civic HtchBk trouble shooting advice ?

I really hope this is not a repost. I am having issues with my IP and I think I may have twice posted . If so please Mods delete one of the threads and accept my apologies.
Ill make it brief.
Car is 91 Civic hatch, with the 1.4 ltr(IIRC the smaller motor offered).
Car was running/purring as per usual, when the motor just cut out. Pulled over to convenient rest stop, and parked. Went back next day with air etc... and blew out the Fuel filter as I had just FILLED tank right up after a couple years of having 2/3 a tank ???
So we determined the fuel pump was fine, we blew out the filter and a wad of sludged flew out, was very dirty so thought we had likely solved problem/ Re installed and no start. Car just turns over and over.
Is there anything special about the way the fuel filter is installed, I notice the bolts have holes in them. How about the washers, I was told they are only good for one use, and your not supposed to re use. Would that cause it to not start ?
Anything else anyone could think off ?
What can cause a car to just stop running like that. The electrical seems fine, all lights acting normal etc ???
Of course any and all help is really appreciated, and I thank any of you for your time in reading what I hope is just the one thread .
Waiting in anticipation....I love my old Honda just sunnk a wad of cash into it, nothing that should or would have caused this.

Are you able to get it to start up with jumper cables? Are you hearing the fuel lines prime? With the car sitting with old gas in the tank, I'd consider
purchasing some of those gas tank cleaners to see if it helps. I had a very similar issue with my 90 Hatch and after I dumped some of that fuel cleaner
into my vehicle, it started up after several more attempts. Not sure what else to check since I'm not exactly a mechanic over here, but hope you get this
resolved quickly. Nothing worse than an EF in trouble..

When I first got my Si hatch shell in 2010, the gas was so bad it actually gummed up and bent the valves on my head. Don't ask me how or why, but our local machine shop who did the head rebuild said they see it happen every now and then when they smelled the bad gas on the head. And it wasn't caused by us setting the timing wrong initially. The car ran like a bat out of hell for 2 weeks when we first built it with all new timing components, then slowly got harder and harder to start until it eventually completely lost a cylinder.

How many years did this gas sit...? I would drain that tank and start with new. I honestly outright replaced my tank because it was coming out like rusty sludge no matter how much new gas I added. It was pretty cheap on ebay. Odds are you're gonna need another fuel filter and to flush the line out by disconnecting the return hose and letting it prime into a container. Get back to us after draining and refilling. You actually might have to check the injector screens too if it is THAT bad.
