Rear Camber Adjustment
I have had an alignment done at a Napa service center. I went to the Honda dealer for other stuff. They said the alignment was off and they adjusted the bolts on the rear camber. I went back to Napa and they said you cannot adjust the rear camber without a kit. By the way the machines are Hunter Hawkeyes both relatively new and both adjustments are not close at all.
Depending on what year your accord is, always nice to let people know what chassis you are referring to.
There are usually lower A arm adjustment bolts in the rear. They are the bolts located on the cross member end of the lower A arms. They are used for camber adjustment on the 90-97 Accords I know of for sure.
This is why it is best to take your car somewhere that knows about your vehicle.

I have always understood that the adjustment on the lower rear suspension of the Gen 5 Accords was for toe-in only, and there was no camber adjustment. Camber adjustment can be done with an adjustable upper arm, or by using shims under the mounting point of the upper arm. Of course the shims will only give you more positive camber, so if you want to increase negative camber, you will need a kit.
Oh ****... yes you are 100% correct, they are for toe adjustment. That's why nobody brings their cars to me for an alignment...lol
