Default 95 Civic LCA Pivot bolt Won't Tighten

I'm pretty sure the threads are bent. The 2 pivot bolts both fit in the driver side bolt place, but neither fit in the passenger side. Without even a 1/4 turn the bolt is stuck, it won't go in any more! (This is without the LCA in, I'm testing to make sure I have the right bolts in the right place.) If they are bent or smashed, how can I tell, and more importantly, what do I do to fix them?

if bent, smashed then obvious choice is replacement.

Pictures of the threads are all blurry. How do I remove this? Hammer and chisel?
