wheel bearing or something else?

Default wheel bearing or something else?

assuming that It was a bad wheel bearing I took the driver side bearing out and theres no play its tight and smooth like its full of grease still
it felt a little tighter than the new bearing I got from oreillys no noise when spinning so I took out the pass side bearing. which turned out to be on the way out
but when I replaced it with new hub/bearing the noise didn't go away
besides the balance shaft noise that I know about
this oscillating howl/ whine seems to be coming from the driver side so I thought it was a bearing

it increases with speed

can I shift to neutral when cruising or will it not eliminate the transmission?

transmission has new fluid for about a year now.
the noise started when I replaced the original bearing with another lower mileage oem bearing
can the bearing still make noise even if its tight when spun by hand?
