fuel pump went out, we changed that, new fuel pump went out, changed it again.

You are missing something... you need fuel delivered at the proper time, spark at the proper time, and the engine must be in proper mechanical time... and with airflow... WILL run. You have stated that you have all of these... which means it will run... but it doesn't. Check ALL critical items again.

The only thing we can think of is the ECU... we have fuel in the injector rail, but no fuel on the plugs. Thinking the injectors ore not opening up.. is there a way to test the injectors?

Injectors are wired directly to the ECU.

Check your main control ground for the ECU found on the engine harness... it should bolt to the thermostat housing with a 6mm bolt (10mm head). Also, if yours is currently connected and tight... remove it, scrape the metal surface of the housing clean, and then re-install. Then make sure you have the ground between the right frame rail and the transmission case connected as well as the ground wire between the valve cover and the front core support.
