Default Bleeding clutch and clutch still won't come all the way up

I just had to replace my master and slave cylinder on my 93 civic and I've been bleeding clutch for a while now. Nothing but fluid is coming out of it, however the clutch pedal still doesn't come all the way up, it still has about another inch left. Does anyone know what could cause something like this?

I just looked at it, and too be honest I can't tell if it is messed up or not lol. What should I look for to see if the spring is the cause?

Unmount and mechanically detach the master cylinder completely (you can leave the lines attached so you don't lose your bleed)-- then pull the pedal up. It should stay there. If it drops to the floor, the spring is not working.

It stays up, so it isn't the spring.
