DC5 Coilovers
For that budget, this will be probably your best option.

If you're in Canada, SCALE also makes custom coilovers. The local shop I go to have said they're pretty good for the price you pay, which is ~$1300 CAD. These come with adjustable height and dampening. Normally coilovers in that range here don't come with damper adjusting.
Just avoid coils from Function & Form or Raceland (they're not great for our cars, oddly enough). Megan I've heard have been getting better. You can always go the tried and true Koni Yellow shocks with Eibach springs or other springs of your choice.
This is if you absolutely require being able to adjust everything. If you don't, get a set of A-Specs from Acura. They're cheap and still good for autocross/HPDE/track days.

It fits all years of RSX/EP3 Civic. It's the reverse wound springs from 05-06, so if you ever want to change the shocks or springs, you'll need to buy 05-06 version.
It won't matter if you buy coilovers later, as it's a whole assembly.
