Assistance Needed:LSVTEC Turbo Ignition Start Issue

first off sorry for typing - cannot access h-tech through my laptop.
Motor will not crank over fully. And not getting any fuel pressure.
Lsvtec turbo 1993 civic eg. Stock harness, running hondata s300. Attached video below

ive tried different ecus, 2 starters. Have oil and gas in car. Fuel pump primes. Tried boosting car, starter. Looked over 90% of fuses in dash and under the hood.
Going to check dizzy cap/ rotor and for spark tomorrow.
Grounds are new - and connected to therm stat, alt to fuse box, battery to frame. one on engine block to frame second transmission to frame.
I have changed - new grounds,terminals, fuel filter, battery , alternator , main relay, alternator, spark plugs, map 3 bar, walbro 255 fuel pump, Bosch 850cc injectors high impend.
Any ideas would be appreciated !

Camshaft timing is on.
No I have not set the ignition to sync to the ecu.
I'll need to read up on that. Hondata is not my program to try and figure out.
The fuel pressure issue, i undid the top of the filter and sir did bubble out.

Have gas inside fuel rail. Not to sure what's going on with the gauge. No air bubbles coming out of filter when cap was undone.
took valve cover off and have oil on dizzy side valves. And a build up of oil in between the 2 spark plug cylinders. Cam gear side is dry and no build up of oil inbetween spark plug cylinders. Heads comming off to see what's going on sadly
