Broken Bolts That Hold Sway Bar Bushing Now What? 1997 Honda Civic
How do I get these broken off bolts out? This work is being done curbside. I am not sure if I will have much success with a drill since I can not really get myself lined up well to do this because of clearance.
The highest I can go is with my 4 ton jack.
Car : 1997 Honda Civic LX
Where do I get the replacement bolts when I get this out?

The best options I can think of all involve MIG welding, oxygen torching, and/or drilling. If you don't have access/clearance for any of that, take the car to somewhere where you do.
If you're going to drill it with the intention of trying to get an extractor in there, I would say definitely use a left handed drill bit. There's a reason extractor sets generally come bundled with left-handed bits. Many times the left handed bit will catch it just right and spin out the broken stud without ever even having the touch the extractor... always a great feeling.
However, if you're going to drill it completely out with the intention of retapping it, I suggest using titanium nitride or (better yet) cobalt drill bit(s), either right or left handed. Individual cobalt bits of varying sizes are only like $5-10 a piece down at the local Ace hardware or whatever. Start with a smaller bit roughly half the size of the final size you need, then bump up to the larger bit once the first bit is through. I wanna say those bolts are probably 10x1.25 off the top of my head, which means you'll want an 11/32" bit for your final cut, then try to carefully thread in a 10x1.25 tap into the hole you just made and hope you can preserve the original threads.
Whatever you do, though, be careful not spin those welded-on nuts on the backside of the frame you're drilling into... if you do that, then... did i mention a MIG welder would come in handy?

Why do the work on the roadside ??? A sway bar is NOT a necessary/required device to drive the car. I suggest you get the car to a safer and more user friendly location before you dive into this repair.

Yea, just remove the swaybar completely, throw it in the trunk and drive to wherever you need. Hell, my 93 DX Coupe didn't even come with a swaybar
