Default Teg won't go past 4500 rpm?

Hey guys I just recently put a h22a4 h2b swap in my 92 teg. Ecu is tuned and 2 step is at 4500 rpm and vtec 4800. I test drove it and hit vtec once and after that it wouldn't go past 4500 rpm. My speedometer cable broke when we got it back and that's the only thing I can guess why it won't do it. Either that or the vss went bad in the process. Any ideas? Any help would be appreciated. Thanks.
