Default Unable to shift out of park

I am unable to shift my 2007 Civic (automatic trans) out of park when I start it. I have to use the manual override to put in in neutral, then start and shift in to gear. What is most likely problem - and how expensive to fix?

Can you confirm the brake lights all light up when you hit the brakes...
Also can you confirm if your horn works...\

If could be a bad fuse or an issue with the brake on off switch... if not it could be the shifter assembly which I hope it's not.

Same issue no binding starts fine won’t shift out of park but operates fine when you shift it manually with key release. This is also after I had a loose ground all fuses are good opend up the TCU looks like I cooked a spot on it. Got a junk yard TCU still won’t shift part numbers are not the same on that one from the org one. What else should I look at other than having the TCU repaired?
