Icon5 CRX OBD0 to OBD1 check engine light wont flash codes

1990 CRX SI swapped with B20Z jumper harness is a Rywire with a OBD0 to OBD1 distributor jumper harness using a stock P28 ECU. The check engine light is on but when I ground D4 wire the check engine light wont flash I do get a 4.8v reading from the wire but nothing happens when I ground it. Can anyone help me with this issue?

Are you positive that you are grounding D4 and not mistakenly D7?

Yup blue wire on the rywire harness D4. The check engine light is on but when I ground D4 does not flash just stays on.

could be a solid cel code - Code 0.

These are often resolved with checking grounds.
Especially common with disconnected or dirty thermostat housing grounds.

I checked all grounds and I even added more grounds but still no luck.

The p28 is a vigin ecu? Have you verified that no one has been in there?

NO it has been chipped. on the ECU itself it says 4500/7900 RPM Vtec. What if anything should I look for in there?

You would need someone with a chip burner, they probably forgot to remove the checksum routine.

Plot twist
"using a stock P28 ECU"
- "The p28 is a vigin ecu?"
"NO it has been chipped."

Right, funny how those little details change things so much

o.p. stock program and stock ecu are 2 totally different things

Yeah I didnt know that the ECU was chipped until I opened it up. Now im guessing the chip also has launch control and that is why I cant rev past 4500RPM because Im running a cable speed sensor.

IF I get a new chip created without launch control what else would I need to ask for just to make sure that I can get the codes flashed through the check engine light.

Nothing really, the only thing that will cause a solid cell on a chipped ecu is either a bad solder/component install job, or a bad burn.

I don't see why launch control has anything to do with the cable speedo. ECU still gets the same pulses.
Can you explain?

It's not even launch control, it's the ecu running in limp mode, and your are correct, the ecu still receives speed input from the instrument cluster.

Never mind then I was misinformed, I was told that if I am not running a electric vss the ECU wouldnt get a signal.

So over the weekend I cut the jumper J1 and tried to started the car but now when the car starts it idles at less that 200-500rpm and dies after about 40sec when I try to give it some gas it revs up but bogs out and will die. Only code I get is 41 Heater O2. Im waiting on a new chip from Clubbedindustries.
