no crank but dashlights on

No sound, no clicking, nothing. Just put in new battery. Also, the alarm (horn) won't turn off for a while. Disconnected the horn fuse, but still hear the clicking of it going off.

If the alarm is going off, maybe it has a lockout? Try to bypass the alarm and see if it gets a different result.
