valves

Trying to decide if it is worth replacing the head and valves or look for another motor with low miles.
I was told if I just did the upper part of the motor the bottom may have issues.

exactly what is wrong? how can we answer that without knowing make, model, year, mileage, service history, and issue you're trying to resolve.
