98 accord alarm problem

I have a 1998 Honda Accord V6 2 door coupe. The car has been sitting for some time and I put a brand new battery into it and now as soon as I connect the battery my flashers Flash and the dash lights Flash and apparently the alarm is activated. The horn does not blow but the flashers flash and the dash lights Flash.
The car will not start with the key. I can jump start at the car at the starter but I cannot get it to start with the key. When the car starts it runs at a fast idle very smoothly and then goes to idle and surges. Not knowing anything about this alarm system I am assuming that the surge is because of lack of electricity to electronics or running in a closed loop (?) but I certainly could be completely wrong. As it runs the lights continue to flash.
I have called two dealers they tell me that there is no remote clicker available for this car to unlock the doors or to reset the alarm. They tell me there is no further information available about this alarm system or how to deactivate it. If I understood them correctly they also are telling me that originally there was not a clicker for this car.
Reading online I understand that this alarm is wired right into the electronics of this car and bypassing it is not an option. Is that correct?
I could believe there could be a problem with the hood pin or the door or trunk pins but would that cause this type of problem?So what does someone in this situation do? I appreciate any help at all thank you.

I believe the first thing to do is stand next to the car, place your hands on the roof directly over the door and them commenced pounding your head on the roof between your hands.
The best thing to do is to have a car alarm shop take a look at it. You should first try finding a valet switch. There should be one. You then turn the key on and try hitting the switch. Some alarms have different ways to turn valet mode on. You can try finding the control unit and seeing if you can get an alarm model number and look it up.
