Default Inner Tie-Rod End

Hey guys, does anyone know of a solid spot to figure out how to replace your inner tie-rod end? I have a '99 Civic EX.
I am looking at the Honda Service Manual, but they want you to remove the entire steering rack to do just your inner tie-rod.
The step I am specifically confused about is where Honda wants you to indent the lock washer (the washer between the rack and the tie-rod) once you have everything tightened. This seems like it would be pretty difficult to do with everything still attached to the car.
Thanks

You also have to bend the old lock washer back to remove the old tie rod end. It is indeed difficult or impossible to do with the rack attached to the car.

Unless I'm missing something or didn't do it right..I replaced both inner tie rods on my old '97 EX without removing the steering rack. Pretty simple job if you have a tie rod tool (free rental at Autozone or O'Reillys) that fits properly. If I recall correctly on one side I used and large adjustable wrench and that worked well. Cut the rubber boot crimp clamps off with a good quality dike tool (Klein brand) and when reinstalling use zip ties. Be sure to turn rack full lock side to side to test whether the zip ties will hold before removing from ramps and putting wheels on. Can bend and cut the old lock washer (thin aluminum) off if necissary with dikes. The new inner tie rod should come with a lockwasher. Pic attached shows thin aluminum lock washer. The tabs on the lock washer fold in to match the notches on the of the steering rack..shown in video after he removes inner tie rod.
