What motors can legally be swapped into a 91 EF Hatchback SI?

Federal US Regulation: You can swap passenger-class US-Spec Motor 91 and newer, provided the emissions control systems are updated to match the donor vehicle. Something like that. All non-us-spec engines are illegal for use on public roads.
California: Same as above, but you can also use a comparable non-US-spec engine provided both engine and chassis emissions are brought up to US-Spec for the US-version of the donor vehicle. This may just be rules the inspection stations follow, and not so much the local "law". So check first before heading to any local DMV for inspection. Unfortunately JDM swaps are still technically illegal everywhere in the USA.
