Default Fuel pump dead?

Hey evetyone need some help...gotta 99 accord 2.3 it wont start...it WILL start by spraying starting fluid in it. I bought the main relay because thats supposedly a typical problem with these cars...still nothing. I grabbed the test light and im getting power at the plug at the pump but im guessing the pump is bad (car sat for about a year or 2) i cant hear the pump at all. BUT another issue is that the fuel gauge isnt working so i think its the assembly (where the wiring harness plugs into the pump) no parts store sells the hanger and im not sure what one to buy or where to get it...i was thinking a new hanger and new pump?

on another not i hope what im saying is making sense and if you think its something else let me know but i really think that is my problem

The sending unit could just be stuck.

Go ahead an pull the pump/sender unit and test it out. If the sending unit is bad you could visit a local bone yard and snag another one from there.
