No Ground Pulse

Default No Ground Pulse

2004 Honda Civic
intermittent start issues, fuel Injectors have constant 12v, but no Ground Pulse from ECM. Few month old crank sensor, brand new Cam sensor, different ECM. Fuel pump is priming and delivering fuel to fuel rail. When car does start it runs fine, no codes except for an 02 sensor which shouldn't be related to why car doesnt start. My question for anyone who knows the answer, what is going on with my car? I tested my ground wires from my ECM with key in different positions to test for both grounding and to see if they have become hot from shorting. No ground, no voltage... What else can be causing this problem?... Thanks
