Default 2001 CRV - adjust timing after dizzy seal change

I replaced the distributor seal on a 2001 CRV and I can't get the timing to 16 deg. It's at about 0 with the dizzy as far as it will go. The engine ran and idled great before the change. Now it won't idle correctly.
Thanks for your help.

And you are looking at the right marks? You have 1 mark on 0 deg. and 3 marks on 16 deg. the middle mark are 16 deg. the other 2 marks the tolerance + - 2 deg.
