Icon5 First car, '98 Integra. Help greatly appreciated!

Sup guys, Complete noob here when it comes to cars in general and I am looking to learn just about everything there is about my first car, which is a '98 Integra.
I failed smog today because:
  1. My air intake has no EO number
  2. CAT D193-94, was withdrawn Oct '13 and need to get it replaced with original or a new one that's approved or something
  3. P0505 Idle control system malfunction
That's exactly how it's worded on my smog report and since I received this car as a gift from my uncle who is no longer in the country (went back to the Philippines), I am pretty much clueless on what I should do.

I got the car at 197,000 and plan to get it completely fixed up in the future, but first things first: where do I get legal parts to pass smog? I've been reading the forum and looking for advice before I made this post and am also looking for suggestions on what I should do in terms of suspension. My goal is for my car is to be my daily, no racing, track or anything like that. One thing I picked up going through the forum is that "you either buy it right or you buy it twice" so this is definitely going to be a long term project for me. All suggestions, comments and criticisms appreciated. Hope to learn a lot from you guys!

Use a original intake and replace the aftermarket intake also replace the cat with a used low mile one if you can, search ebay or craiglist ect also buy a new or used iacv there easy to replace. Reset the ecu by unplugging it or disconnect the negative battery terminal for a few mins then drive a few hundred miles and use a obd2 scan tool the basic ones are pretty cheap and check all the codes are clear and check your monitors for the cat and o2 sensors and make sure there all cleared and say ok then smog it.

I'm in the process of replacing my cat as well. Like tamboo said, the Magnaflow federal emissions legal one is a good choice and you can get them new on Amazon for 179 I think. A bit cheaper then everywhere else which is about 211
