Icon4 99 Civic (factory?) anti-theft system issues

I'll try and provide as much information as I can, so bear with me and I'm sorry if I leave anything out!

As the titles states, my fiancé has a '99 Honda Civic/4 door sedan (not sure of the model as all sticker decals were taken off by previous owner). She got it from an old childhood friends dad maybe 2 years ago and he told us the alarm/anti-theft system hasn't worked in years (he got the car new). So keep in mind that this thing has never been activated, set, gone off, done ANYTHING whatsoever since my fiancé got it. I'm also assuming that the system is factory because it has "Anti-Theft" on the radio itself, with the red light blinking on it (at least it is now, since I HAD to take notice of it) and I'm not certain but there's also the light (that I'm assuming is for the alarm as well) that sticks out on the left side of the steering wheel, to the left of the interior light adjust ****. Well yesterday I changed the headlight bulbs for her because one was burnt out and this morning when she goes to leave for work, the alarm goes off and when goes to try and start it anyway, the car wouldn't start.

I'm on here because I just want some helpful information first as to what it could be and if it is just the system going haywire, how I can disable it. After I changed the bulbs, verified they worked, filled her washer fluid and checked her anti-freeze, I shut the hood and maybe a minute later I heard that alarm activation chirping sound (because I then changed her wipers for her). I actually assumed that it was another car because we never heard that in the two years she's had it and I've been under that hood quite a few times for her over these couple of years. I had absolutely nothing on all throughout this point, didn't touch the battery and I think she actually chucked the alarm remote a month into having the car, so I couldn't even accidentally hit a button with that. I also verified three times that I didn't leave the headlights on when I was all done (yes, I'm ****) and made sure I locked the entire car by hand when I was done, so no doors were left ajar overnight. I live at an apartment complex, so I didn't want to mess with anything at the time but when I went down to help her, I made sure to pop the hood before it reset. So at the very least, I can unhook the battery without triggering it if I need to get back in to look around. I have no clue how I triggered this god-forsaken thing to suddenly start working but if it is just the system and not just an insanely coincidental low battery, how can I disable it? We REALLY don't want to take it to the dealership to have it disabled because she's actually saving up to get a new(er) CRV by the end of this year, we have our wedding coming up in a few months AND a baby on the way! Thankfully I have a down Monday today, so she was able to use my car ('13 so no issues) but tomorrow morning, no clue what we're going to do if I can't resolve this.

Thanks for any help you can give! I'm by no means a car expert, or even amateur (just know my essentials that you SHOULD be aware of), so if I left any information out that could be helpful, then please do not hesitate to ask. I really just want to resolve this hopefully by today and at this point, I can poke around if need be. I just didn't want to annoy any neighbors if they were getting ready for work or if they have any kids/babies that I'd wake up. I honestly would actually prefer to just disable this thing permanently if I can because again, she never uses it and doesn't care to even begin using it if it does now work.

Your system souns aftermarket regardless you can disable the system but its not going to be as easy as just unplugging. all the wires can be unplugged or cut out and taped over except your Main starter wire which is black with white stripe.this wire will be cut and connecting to two seperate wires on the remote start/security. the panel below your steering wheel will need to be removed to gain access to the system they installed. then use a butt connector and some pliers to reconnect your starter wire and unplug whatever is connected to the white wire in the same connector in photo.

also there will be a siren under hood with a red and black wire going to it. cut them. Also there might be horn hooked up under dash which is really rare so i added the photo of where they would connect for horn. if factory horn wasnt tapped continue with removing security system.

You were 100% correct with it not being factory. Ended up just taking the entire thing out and everything was "spliced" into the existing wires by wrapping them around and placing electrical tape over it all. By far the most annoying part was just undoing all of that freakin tape. Thanks for the help and info!
