Default Fuel pump/relay issue

My 2006 Civic wouldn't start the other day and I had a mechanic look at it. He slapped me with an invoice for fuel pump replacement, fuel pump relay replacement, and fuse box replacement (not even sure what box he is talking about).

anyway I ripped up the back seat and tested the power to the fuel pump and it is getting power. I bought and new fuel pump relay, put it in, and the car started!

only bad news is that it tops out around 7 mph and 2k rpm. Could this be a fuel pressure issue? Any suggestions on what I should be testing for in order to get this thing fixed?

it is an 2006 Civic, 159k miles. Hoping it still has some life left in it...any advice is helpful!

Sounds like it's in limp mode. You need to scan it for codes.
