DA cluster not working in EF

DA cluster not working in EF
91 Civic Std
91 Civic Dash Harness
92 Integra Dash w/ cluster
I wired it per the 2 links below. When I plug it in the CEL illuminates, nothing else works. If I try and use a blinker I get weird sounds. Whats going on? My grounds are good, confirmed with a multimeter
