I have a 90 crx with a sohc zc the intake and throttle body look a lot smaller than the one on my d15b7... Would it be better to switch it out?

Post a picture. I'd bet you have the one meant for an 8 valve head or possibly the VX manifold. Also you should take a look to see which ECU is currently installed.

That flat spot is possibly from the ECU or possibly from that manifold. Hard to say without knowing what's what. Just from the looks of everything, I'd imagine you have a CRX HF and they replaced the long block only. If I'm right then you have an engine with 16 valves as indicated by the valve cover instead of 8, 1.6L instead of 1.5L, and possibly the original ECU. Basically the engine is being choked by the manifold and the fuel maps aren't helping anything either. Not saying it won't run, obviously it does, but not without some trade offs.

Your reading was just a tad bit misleading, a PM6 ECU is what you "should" get along with the matching D16A6 intake manifold & throttle body and preferably the matching exhaust manifold (there are other comparable components that are interchangeable BTW in case you can't find those specific pieces). All of these parts are different compared to what you have. BTW the PM8 ECU is in fact for an HF model CRX.
