Default Cranks but won't start

Hi all, new guy here. Snowing like crazy here and Step son's 2003 Element decided not to start. He was concerned yesterday at -7 when it turned very slowly so he bought a new battery, charged it up and put it in. since that time the car will crank but not fire. I worked as a mechanic for many years, still do my own vehicles and flip boats, so not a complete numb skull, depending on the day. I checked the fuses for ignition and fuel pump, fuses check out OK. Checked the 50 amp fuse under the hood, that one is OK. I tried shifting into neutral and in and out of gear while trying to start. Tried the on/off/on/off , tried the on/start/on/start. Tried a little bit of ether. None of these things amounted to squat.I am wondering if some security issue got triggered by changing out the battery? Any thoughts or suggestions would help. He works 24 hour shifts as an EMT and needs this thing to be reliable.
Thanks in advance for any thoughts.

More data points. I checked every fuse in the car with my ohmmeter. All are good. Pulled the spark plugs and they look fine, but not even a hint of gas smell. It seems like the immobilizer has been activated, preventing fuel from flowing, but no idea why or where to go from here. Any thoughts or responses will be greatly appreciated.

Just went through a similar experience with a 2015 CRV. After a week of trying to make a solid diagnosis, it turned oit to be a faulty high pressure fuel pump.

Could be your distributor igniter - Have a look at the tests on this website >>> Part 1 -How to Test the Igniter, Ignition Coil Accord, Civic, CRV, and Odyssey

My testing showed that no power was going to the distributor or the fuel pump. It was too cold to keep working on it out in the driveway so I had AAA bring it to the Honda dealer in town. They reprogrammed the key. $39.99 and it starts and runs again. While it was there I had them make a couple of spare keys, so if this happens again he can try a different key
Thanks to all for the suggestions and info!
