Welp, this is a new one for me. It'd take me all damn day to explain, so I made a video.
Any ideas on what caused this? Those two rocker arms are damn near welded together. I don't have a clean work area right now, so I can't disassemble the rocker arms just yet, but no amount of wiggling can separate those two rockers.
I'm just going to tag a few people that may know the answer here, but these people never leave the Civic forum and if I posted there, they'd throw a fit.

Alright, I got it squared away, but the cause of the problem remains a mystery.
In each set of 3 intake rocker arms, there's two small shims on the outer rockers, a large shim in the VTEC rocker. One of the small shims fell out causing the large shim to slide into it's place, thus locking the two rockers together.
