hi guys,
i have a 95 civic lx 1.5 automatic
my temp sensor is either reading inaccurately or is not working at all, because it never reaches operating temp. it maybe reaches a quarter the way up. when i turn the car on it will idle at 1100 rpms, when i put it in gear it will idle at about 800 rpms. but once i start driving for a bit the idle is only at about 400 max. and the temp gauge will drop past the white line until i reach a red light when it will only go up slightly.

OK here's what I've replaced already
the coolant temp switch
the sending unit
the thermostat
i even replaced the coolant tank cos it was dirty and the cap had a crack
the relay switch for the fan too if that matters
even fuses

so i'm not sure if my car isn't getting hot enough or what? i know it cant be the gauge cos it wouldn't work at all right?
I don't know what else to try.any ideas would be great guys thank you
