Default Turbo leaking/consuming oil

Hey everyone. I've got a 92 civic vx with a sleeved and built b18b1 with stock b18b1 head for now. Made 300whp at 15 psi on a garret 60-1 turbo. My turbo has leaked oil since I put my kit together. I've got a lot of information here, I'll try to explain as well as I can. It seems to come from between the center housing and the exhaust side. It seems to get worse under load. (High boost levels and higher gears) You can smell it burning on the turbo after hitting boost. There is also considerable play in this area aswell. (I can grab the compressor housing and there is a good amount of play between the center housing and exhaust side) The side to side shaft play in the turbo is also considerable, but there is no in and out play. I've been told leaking oil outside of the turbo is uncommon. Usually oil leaks into the exhaust and creates a blue or grey/white smoke. The car does smoke a fair amount at idle, and sometimes after letting off after a pull. As mentioned, block is fresh, head is old with new valve seals. (Guides are likely a bit worn, maybe contibuting to oil out the exhaust) I think the turbo needs replacing, but I'd like to be sure before spending the money. (It has been passed around locally and rebuilt more than once. LIkely better off buying new.) The previous owner of my turbo kit claims he had no oil issues with the setup. (He used the same oil lines and manifold, but I'm now using an oil filter sandwich plate for my feed) After some measuring I've confirmed I'm running a -4AN feed line with a 1/8th inch restrictor. (Measured slightly bigger but figured the closest normal size was 1/8th) Drain is -10AN. Have resealed both feed and drain to ensure these weren't the leaking areas. Drain line is not plugged. I read online a journal bearing turbo should receive 1.8 to 2 liters of oil per minute. I tested, and received 3.4liters per minute. Maybe this is the issue, or maybe not. I also am not running a catch can. Just a filter on valve cover vent. .I read this can cause oil consumption but I don't understand how. I plan on going with a vented valve cover catch can setup once I go vtec head. I am running castrol GTX 10w-40. About 2000kms or 1250 miles on fresh bottom end. Will be switching to brad penn synthetic soon. Oil pressure is about 20psi at 1000rpms. so around 17-18 at warm idle. 80psi cold start idle. Here are some pictures for reference. Yes the turbo is pink lol.

Drain fitting. Looks to be home made by previous owner but doesn't leak and no restrictions.

Oil received after 15 seconds of engine run time. Multiplied by 4 to get liters per minute.
