Default Tach Inaccurate After ECU Swap

1997 Honda Civic DX swapped with a D16y8 manual transmission. Was running the EX ECU. Was originally using a piggyback for my tuning, switched to a chipped ECU and OBD1 to OBD2a conversion. Everything seems to work fine except my tach. My car is idling a bit high, tach on my dash (swapped from an EX) reads about 1500 and my VAFC reads about 900. What should I look for? Before swapping ECUs they were both fine.
