Icon5 Set rev limiter on B-swapped crx

I have an 88 CRX that the previous owner did an LS/vtec frankenstein swap on (so it has the b18 block and the head from a vtec 16 something).

As far as I can tell there is no rev limiter. This scares me. I don't want to blow up my engine.

Is there a cheap/easy way to set a cutoff? I've seen aftermarket launch control systems or something like hondata to reprogram the ecu but I don't want to spend a ton of money on this. I just want a simple cutoff.

If it is possible, what RPM should it be set at? I know it depends on the exact build and I don't have the full spec. But what is reasonable? I've seen stock Honda engines that cut off at 6500 but I've seen people rev b18's to > 9k. How do I know what mine can handle?

Reprogram the chip in the ecu.
