Default 00 Civic - Puttering with no power until higher RPM's

Hey it would be awesome if I could get some help. I have a 2000 Honda Civic EX and it tends to putter and want to bog out when it goes from stop to go. Idk why this is happening and I'm wondering what the problem is...???? I just put new spark plug wires and plugs in my car, I also cleaned out the distributor cap while I was at it and I'm still getting this bogging down ****. I know my car should have more power because when I pull up to another Civic and it flat out roasts me in exeleration when the light turns green! I feel it has to be starved of something because when I get off of the freeway after traveling for about 45 min my car has a hard time exelerating at all. Please any help or suggestions would be so helpful. Thanks.

My car had P1457 evap code a little by ago but I fixed it.

What did you see inside the distributor when you removed the cap and rotor? Oil or red dust?

If the cap and rotor are old, then just replace them. Also check the ignition timing with a timing gun.

​​​​​​​Replace the fuel filter as well.

Replace the fuel filter as well.
There was a bit of carbon build up, but no rust. How would you recommend testing the ignition with the timing gun? And yeah I've been thinking I should replace the fuel filter soon.

Pics? How old are the cap & rotor?

I don't have pics of the inside but I do have a general pic of my engine.

I don't know how old it all is. I'm pretty sure it's not original since it's more shiny than what it should be. I could replace it in a week and a half ish... along with the rotar and gun. Do you think my cat could be clogged up a bit as well?

Just replace the cap and rotor.

I think a clogged cat would cause loss of power even at high rpms.
