I had to swap the seat rails from my Canadian 88 Si into my 90 SiR when I first got it because I'm too tall and need the seat to go back that extra 2" or so.
My guess was that it was due to the rear seat - so you didn't push the seat back and cut the rear passenger's legs off.

Can you replace the rails only or must you replace the seat? I know the 92-00 you can really only change the one rail as the other side is built in with the seat.

Yes, you can swap only the rails. In Canada, you can use any year Canadian CRX rails but in the US they had the door-mounted seatbelts, so I believe only the 88 rails from a US CRX would work on the JDM CR-X.
Ya when I first got my CR-X home my legs were bent awkwardly and it felt 'off' from my 88. I'd heard a rumor that the seat rails were shorter so I swapped and boom! no more awkward legs.
Im 6' and I had this same problem in my 1990 JDM CR-X. I needed more leg room. Thanks to the info in this thread, I now have plenty of leg room. I was able to find some 1988 USDM CRX seat rails in Missouri online for $38. I swapped them out and now my knees don't bang into the steering wheel every time I shift. My car is way more fun to drive. With the seat all the way back, I can barely reach the clutch.
