Default 98 Civic RPM dropping to 0 and jumping back up (solved)

Friends car is having some issues:

I have a 98 Honda Civic hatchback. The rpm goes from 1000,2000,3000 whatever to 0 out of no where. This only lasts for .5 to 1 seconds before it kicks back up to its original rpm before it went to 0. This problem happens when the car is cold or warm. It can happen in the middle of travel, but most often when I don't give the car a good 2 minutes to "warm up". Usually, when I let it warm up for the 2 minutes after it sitting for the 15 hours at night or 8 hours at work, it will shake and make noises like its dying, the rpm goes back down to 0, and then revives itself and is good as new. The issue is hard to explain, hopefully someone understands what's happening....

Thanks.

Bone stock Civic? CEL codes?

Bleed the cooling system, and clean the IACV. Then go from there.

Ya, bone stock.

Not touching the gas pedal in those videos, just jumping around on its own.

So here is what she did.

1. Found the coolant was low so we topped it up and bled it
2. Removed and cleaned the IAC valve, no difference.
3. Replaced entire throttle body including TPS, IAC valve still no difference
4. Changed fuel filter

Any ideas?

How exactly did you bleed the cooling system?

Did you top off the radiator and reservoir with coolant during and after the bleed?

Any CEL codes?

Does the car stall out when you see the fluctuation?

I would look at the distributer for corrosion or failure, just my 2 cents.

No CELs and it doesn't stall out.

It just losses power and doesn't move.

Does the CEL work?

If you push the throttle pedal with the transmission in gear, does the speedometer reading increase without the car moving?

Well she replace the 02 sensor and the issue is fixed.
I wonder if the CEL bulb was burnt out.
