Default Civic headlights stay on even when switch is on off position.

Hello everyone!

Hoping you guys could help me out, I'm working on my little brothers 2001 Honda civic (coupe EX). The issue is, the headlights stay on all the time, once key is on the ON position. I am able to switch from high too low beam, but unable to turn off head lights. If light switch is on the OFF position, only the tail lights and running lights turn off, and still even with light switch turned OFF head lights stay on. Hopefully you guys could point me in the right direction, any help would be much appreciated.

If you can still switch between high and low beam when switch is off, then yes it is most likely the switch, to test unplug the switch, if head liguts go out, replace the switch, $10 used off Ebay and at least $35 new on line . 94
