My key will not turn, at all. It is stuck in the start position so everytime i push my clutch all the way in it engages my starter. I have the ignition lock cylinder to replace my current one but cannot do so until i can get my key turned to the on position for the lock to be able to funtion so i can pull out the ignition. I have a 1990 accord, any help is greatly appreciated.

 

It sounds like you're going to need to have it drilled out. You will need a lock cylinder assembly that has the ignition column assembly as well. You will have to center punch in between both bolts and drill them both out. Then reinstall the new one and after torquing to a certain point it will automatically break off and be done.

 

Have you verified that the steering wheel is not stuck in the locked position? Have you tried jiggling the key up/down/back/forth/in/out while turning to see if that will un-jam it?
Next remove the lower cowling of the column and detach the ignition switch(electrical, usually white in color) from the key tumbler, Then you can turn the ignition to I(OFF) so as not to drain the battery while diagnosing the tumbler issue.
Try some liquid wrench, and some gentle tapping on the 'T' that rotates the switch to try and get the tumbler rotated back all the way. Worn switches can have junk or shavings inside the tumbler jamming it, some slight persuasion and often be used to get the key back out.

 

The steering wheel turns full rotations, i took some small lobster claw vise grips to get a nice firm grip on the key and jig it around while trying to turn it but was to no triumph.

 

Is it possible your car isn't shifting all the way into park? On my old car, my key got stuck and I found out my car wasn't in park. I had to fiddle with the shifter sometimes.
