Hello and thank you very much for looking at my post,
I'm located in Carlsbad CA and willing to drive if anyone in San Diego wants to see it in person.
In the attached pic my US 91 Civic DX ECU/ECM yellow wire appears to be disconnected or maybe broken. I have no clue where it goes but am pretty sure it shouldn't be dangling.
Any advice on how to fix it, how to figure out how to fix it or if it can be causing my car problems is greatly appreciated.
I found the dangling wire while replacing the ECU/ECM hoping it would help me pass smog and stop my car from surging (it revs for half a second every few seconds) in idle.
I also attached a pic of the numbers on the computer (37820-PM5-L30) in case anyone needs the exact details of what car & ECU/ECM we're looking at.
My mechanic advises that I check on this wire, swap my O2 sensor and check ground wires. He is a friend, he said that normally he'd look at it for free but he will not look at my wire not even for a minute because I took it to a smog place (damn honest mechanic lol).

The yellow wire in the middle that's not connected to anything. This is the middle of the 3 connectors that go to the ECU/ECM as indicated by the yellow paint on the black connector. I can count the pins on the connector if needed.
These numbers from the computer roughly identify the vehicle as a US Civic and specifically identify the computer
idk what this is but looks like a euro date of dec 20 1990. Maybe it'll help

Thank you for your views, but I'm not getting any response. Any advice on how I can get a response? Does that look alright to you or am I safe to assume that wire needs to be connected?
I'm a super nice guy, super appreciative, not lazy by any means, been trying to research this nonstop since 7AM, I have wiring diagrams here:
I know guys don't want to speak unless they're an absolute authority but in the land of the blind the one eyed man is king so throw a disclaimer out there and let me know what you think.

Honestly I don't think that wire is necessary bud. When I pulled my ecu it had the same yellow wire hanging.
As for surging, you could have a vacuum leak. I'm not sure without more information.

Probably better to focus on the problem your car is having, the idle surge sounds more like an IACV issue.
Have you done the basics for passing smog test? new plugs, clean your dizzy cap, ignition timing etc. I'm sure there would be a lot of threads on tips to pass smog tests.
Looks like maybe the P/O spliced the wire to something. There is that butt connector and some wires with electrical tape around. Those should not be there. When I did a mpfi swap on my car and went to switch wires around at the ecu there were no "dangling" wire(s). Looks messed with.
