Default 2001 honda accord - cylinder head swap

I am looking for a knowledgeable person to help with an advise.

I have a 2001 accord (F23A5 motor, non VTEC) and I need a good cylinder head for it.
Since I can't easily find this type of motor at the junk yard, I was thinking about using a head from a F23A1 motor (VTEC) but
just the head/valves/springs + my original camshaft and rocker assembly (from my non VTEC head).

Will this run properly or not?

You might want to let people know that you have already swapped the valve train and have it up and running. Now your actual problem is that you have a surging idle issue.

Yes its running but the idle rpm is 2000 and it goes up to 3000 rpm and back (within 1-2 sec) and so on.
I check fault codes and there is one pending - P1399. I think this means 'Random Cylinder Misfire'.
The spark plugs are from the VTEC head(from the junk yard), I am going to buy new.
